Experience and Expertise

Greg Heitzman has over 35 years experience in the water and wastewater industry. He retired from Louisville Water and MSD in 2015 and formed his management consulting business, BlueWater Kentucky in 2016. BlueWater Kentucky provides management services for public water and wastewater utilities, water consulting firms, water manufacturers/vendors and not-for-profit organizations. Mr. Heitzman has expertise in the areas listed below.

  • Leadership Development

    Mr. Heitzman is an advocate for life long learning. Life long learning, also known as metacognition, is the pursuit and development of knowledge through awareness of self and developing relationships with others. Mr. Heitzman has the unique combination of a formal engineering education, professional engineering experience, business management and leadership experience, with the ability to relate to employees, management, boards, elected officials, and stakeholders. He has led development of utility programs to educate and enhance the knowledge of workers with trust, technology, engagement, teamwork, performance and recognition. Mr. Heitzman has been recognized nationally for his dedication to public service with the AWWA George Warren Fuller Award and he is also a graduate of Leadership Louisville and Leadership Kentucky Programs. He has served on 15 Board’s of Directors for community, professional, and business organizations over the past 20 years.
  • Strategic Planning

    20 years experience in developing strategic business and operating plans for Louisville Water Company, Louisville Metro Sewer District, Louisville Better Business Bureau, Louisville Fund for the Arts, Water Research Foundation and WaterStep. Mr Heitzman is recognized for plans that link strategies to operating plans and employee performance goals. The planning process uses a Total Quality Management approach to deliver the highest utility and employee performance to meet regulatory requirements and customer expectations.
  • Management Consulting

    Mr. Heitzman has served in an executive leadership position for 25 years, with the Louisville Water Company and Louisville Metro Sewer District. His areas of expertise include planning, design, construction, water quality, hydraulics, customer service, financial planning, strategic planning, information technology planning, labor partnerships, human resources, talent development, and succession planning.
  • Total Quality Management and Performance Metrics

    Mr. Heitzman has led utility organizations through the development of quality programs to enhance performance, customer service and regulatory compliance. Mr. Heitzman is an advocate for continuous improvement using the fundamental principles of Edwards Deming to fully engage employees to achieve the mission of the organization. Mr Heitzman has developed Key Performance Indicators for the water and waster industry using the AWWA/WEF/EPA Effective Utility Management methodology.
  • Policy Development

    In today's business climate, utilities must maintain the public’s trust in operations and decision making. Transparency and integrity have become front and center for utility leaders and elected officials. Mr. Heitzman has led the development of policies, transparency and controls for both water and wastewater utilities. Public utilities must have effective governance, finance and controls in place to achieve high performance and accountability to the public. The COSO model and Sarbanes Oxley (SOX) principles are the foundation for developing best practices. Mr. Heitzman’s experience in developing best practices in this area, led Louisville Mayor Greg Fischer to tap Mr. Heitzman to lead Louisville Metro Sewer District through a leadership transition following an adversarial external audit of the utility. Mr. Heitzman implemented best practices in areas of governance, ethics, transparency, policy, procedures, work instructions, and audit compliance.
  • Infrastructure Renewal

    Mr Heitzman has been an advocate for renewing our nations aging water and wastewater Infrastructure. He has presented and written papers for national conferences and publications on condition assessment, infrastructure performance, financing, and implementation. He served on the Board of the Kentucky Infrastructure Authority for 10 years, providing leadership and guidance on a $500 million water grant program and allocation of State Revolving Loan funds to drinking water and wastewater facilities. Mr. Heitzman also co-chaired development of the Kentucky ASCE Report Card in 2003 and 2011, and has been recognized for his industry leadership promoting investment in water infrastructure.

Mr. Heitzman has a Bachelor’s and Master Degree in Civil Engineering from the University of Kentucky, an MBA form the University of Louisville, and is a licensed Kentucky Professional Engineer. He currently serves on the Boards of the Louisville Better Business Bureau as Chairman, the Louisville Water Foundation, the Water Research Foundation and the Water Information Sharing Analysis Center (ISAC).
